Accessible Weather 3.1 [free]

Accessible Weather was designed by a team of researchers at the Sonification lab at Georgia Institute of Technology. Accessible Weather is the first weather app designed to be completely accessible for visually impaired users through an interface designed to work with TalkBack. Accessible Weather uses some additional features that makes looking up the weather easy and intuitive such as auditory icons and haptic feedback.
